Nanotechnology presents significant challenges in terms of developing a regulatory framework. This is due to a lack of scientific knowledge about the behaviour of the technology in its interactions with biological and ecological processes, the environment and other technologies. Crucially, there is a great deal of uncertainty surrounding the potential environmental and human health and safety impacts of NT. Consequently, the development of NT is a potential test case for framing new models of ‘soft law’ voluntary governance as a substitute (...) for traditional command and control type regulation. Driven by ‘new science governance,’ an approach based on a combination of ideas in anticipatory ethics, future-oriented responsibility, upstream public engagement and deliberation and theories of justice may offer a solution. The uniqueness of the approach can be found in the incorporation of anticipatory approaches via public participation and deliberation as the input into procedural justice approaches with distributional justice as the output. The overarching objective of this work is to contribute to the discussion in relation to the internalisation of responsibility and the building of intellectual and societal capacity to anticipate negative consequences before they arise in the hope that such an approach could be the antithesis of the retrospective imposition of responsibility and liability after the harm is done, which is the outcome of traditional regulatory and ethical approaches. Lagos-based Raypower Radio is one of the very few stations in Nigeria that is offering broadcasts in Nigerian local languages and tribal dialects. Due to the pre-dominant use of English in the education system native Nigerian languages tend to be considered as inferior, especially among social circles of higher education and wealthy background. This research attempts to analyse the influence of parental attitude towards tribal dialects as a barrier or motivational source for Nigerian youth in terms of the use and (...) acquisition of local languages and the reception of radio stations offering local content. There has been much discussion about what, if any, legal and moral duties professionals have to disclose relevant genetic information to the family members of someone with an identified disease predisposing mutation. Here, we present a case report where dissemination of such a genetic test result did not take place within a family. In contrast to previous literature, there appeared to be no deliberate withholding of information, instead distant relatives were unable to communicate relevant information appropriately. When communication was facilitated (...) through the follow-up of a chance remark, the patient was able to avoid planned major surgery, with its attendant morbidity, and her high anxiety levels were much reduced. We believe this case highlights the need for an ongoing debate on how genetic services can best support patients and their families with disclosing relevant genetic information to other family members. Background This article describes the issues encountered when designing a study to evaluate recruitment of minority ethnic groups into clinical cancer research in order to monitor adherence to the principles for good practice set out in the Department of Health, Research Governance Framework, England. Methods (i) A review of routine data sources to determine whether their usefulness as a source of data on prevalence of cancer in the population by ethnic category. (ii) A local case study at one hospital trust (...) to ascertain whether the ethnicity of cancer trial participants was representative of admitted cancer patients. Results (i) The lack of a comparator population makes it problematic to assess recruitment levels by ethnic group in clinical research. (ii) The odds of being in a trial were 30% lower for a member of a minority ethnic group compared to a white cancer patient after adjusting for disease, age and gender, OR 0.70 (0.53 to 0.94). These results differed for each ethnic group; Asian patients did not appear under-represented while Black and Chinese did so. However, there are important caveats to the findings based on the limited recording of ethnicity. Conclusions The lack of available data on the ethnicity of participants in clinical research and the prevalence of cancer in the population according to ethnicity makes it difficult to design a study to monitor representation of minority ethnic groups. This information is necessary to assess adherence to the Research Governance Framework principle that research evidence reflects the diversity of the population. (shrink)

This study is intended as a part of a larger work containing two more monographs, one on interpersonal relations and transcendence in Romano Guardini, the other on Rudolf Bultmann and his critique of metaphysical transcendence. The thought of Buber is traced here to its historical sources in the Jewish tradition but also in Jacobi and Kierkegaard. These two authors are in fact the only ones who attempt to preserve the finitude of the human subject vis-à-vis transcendence at the very beginning (...) and at the end of subjective idealism. Husserl's establishment of a dialectic between ownness and otherness at the heart of the universal flux of consciousness is the next step in Buber's demarcation of his own ontological posture. In Husserl, the encounter with the other within the sphere of otherness is perhaps contingent, i.e., tied to the mysterious passage from the formal dispositions of transcendental consciousness to the material regions and objects that concretely actualize those formal dispositions. In Buber, as in Landgrege's [[sic]] Phänomenologie und Metaphysik, an "intersubjective reduction" must precede the reflective separation of the spheres of ownness and otherness. Indeed without judgment, there is no full reflection in Husserl, but judgment must be understood as dialogical expression before it can be seen as meaningful world orientation. Buber understood well that the source of dialogical expression is silence, yet instead of using silence as the ground of the existential communication that elucidates the boundary situations of man, he gave a beckoning interpretation of silence that must be seen as a precedent of the openness of the horizon of consciousness in Heidegger's Gelassenheit. Though Babolin does not give any indication here of the direction of the forthcoming monographs, the fact that they are about Guardini and Bultmann may indicate that he is moving away from mysticism in the remainder of this work.--A. This volume is an introduction to the philosophy of William of Ockham. After a brief account of his life and works, it presents his philosophical ideas under the headings of logic, epistemology, metaphysics, rational theology, philosophy of nature, psychology, ethics, and politics. The work concludes with a bibliography on Ockham and Ockhamism from 1950 to 1970, supplementing that of V. Heynck from 1919 to 1949. This is a well-informed presentation of Ockham’s philosophical ideas. Covering the whole range of his philosophy, (...) it does not treat any part of it in depth; but, as Fr. Bettoni says in his introduction, it offers a new global perspective on Ockham’s thought. There are frequent citations from Ockham’s writings in the notes, indicating the author’s close reading of Ockham’s works. The author is well aware that Ockham was "a philosopher who never ceases to be a theologian". But he does not convey to his reader the fact that Ockham’s interests, like those of Aquinas and Scotus, were primarily theological and not philosophical; that Ockham developed a logic and philosophy in support of a theology. The title of the work "Guglielmo di Ockham" suggests that the Ockham presented in it—Ockham the philosopher, not Ockham the theologian—was the "essential" Ockham.—A. A. M. (shrink)

As the title indicates, the purpose of this book is twofold. First it offers a brief exposition of the fundamental doctrines of the Philosophical Investigations; secondly, it attempts to use some important concepts of the Investigations to justify religious language. The emphasis in the expository part is on language games as communication media, leading directly to forms of life as agreement situations, which would make indispensable the intervention of agents here conceived as persons. The application of these ideas to belief (...) statements is made in the course of analyses distinguishing first person from third person belief statements, assimilating the former to performatives, and then relating them to "believe in" assertions different from inductively justified "believe that" propositions. This study is interesting mostly as analytic argumentation reinforcing well known ideas and distinctions. A subservient attitude towards Wittgenstein leads to an unnecessary extension of his doctrines to cover intellectual achievements of various authors and even original insights of High himself. The final critique of Barth, Tillich, and Bultmann, all grouped under the sin of fideism, is a bit excessive. Better reasons might be found to show them as exponents of the symbolic ways of expression that High has so appropriately defended.--A. M. (shrink)

There have been many devastating arguments against Fichte. Kant, Reinhold, and Schelling, among others, point to flaws in Fichte's ideas and in his logical support of them in the Wissenschaftslehre. Other criticisms are directed against his alleged plagiarism and lack of originality. Julia's work is in the line of brilliant studies on Fichte initiated in France by Léon and including well known works by Guéroult, Vuillemin, and Philonenko. It does much toward the rehabilitation of Fichte, without ignoring the above mentioned (...) criticisms. "The sudden relevance of Fichte for our time has been caused by his response both to our need to philosophize and to our aversion to Hegel's totalitarianism." Because of his opposition to all of these factors, Fichte becomes a powerful source of inspiration in today's thought. His ontology remains a critical ontology, while his basic humanism does not evade the problem that lies at the root of the present ontological revolution, i.e., the problem of ground. From these initial exciting suggestions, Julia goes on to write a book which manages to be both historically faithful and systematically sound. Its rigorous scholarship does not detract from its speculations about the future. Chapters I and II show that Fichte's formulation of the problem of ground in his Wissenschaftslehre of 1804 has, of necessity, a recurrent impact in all subsequent scientific and philosophical positions. Chapter III shows that the above formulation focuses upon the problem of ground with a depth and analytical clarity unequaled by any previous formulations whether by Fichte himself, or by any of the history-centered thinkers such as Kant, Schelling, Hegel, or Husserl. Chapters IV and V set forth in detail Fichte's theory of the ground of philosophizing. The conclusion sets forth synthetically the question of man: it deduces the principles of philosophical anthropology from the ground revealed by transcendental thinking. The title of this collection of studies alludes to the revolt against formalism in modern art, as opposed to the various kinds of formalized analysis to which art is today subjected, both by the critic and by the aesthetician. Although the names of the contributors—Alquié, Zolla, Brun, Dufrenne, Giorgi, Olivetti—are all remembered in connection with outstanding materials in this field, the contributions to this volume are unequal in value. Those of Dufrenne and Giorgi make the book required reading for anyone (...) attempting to go beyond the more heavy-handed formalism of much of the Aristotelian, Kantian and even pragmatist literature on aesthetics. Dufrenne's chapter deals with the a priori of the imagination, which for him is realistic, thanks to the affinity between the expressive power of the cosmic and the semantic core of the word. This affinity crystallizes in what he calls ontological qualities. Four of these latter qualities are studied, viz., elementariness or naturality, potency, depth and purity. Giorgi defends the thesis of the linguistic character of artistic expression. She is well aware of the ambiguity factor in symbols, but this is overcome by the relationality of the latter, a relationality that allows them to act as interpretants of objects in a representative role. In the study of the process of recognition of semantic value in artistic structures, Giorgi shows a resourceful command of suggestions from information theory, linguistics, visual arts and mythical thought. The flexibility acquired through these means of analysis justifies perhaps a critical attitude towards the more formalistic conceptions of metaphor and of artistic categories.—A. M. (shrink)

Stewart presents a very useful and worthwhile exposition of a part of Hume's philosophy which is often overlooked. Even if one does not share the author's view that Hume "was primarily a political and moral theorist," a reading of this work will show that Hume has much of interest of say in the area. Of particular service is the concise presentation of the more relevant parts of Hume's eight volume History of England. Stewart is a practicing politician and his book (...) clearly demonstrates that a great philosopher such as Hume affords access from many directions, and that philosophic understanding can be enriched by contributions from many sources.—K. Near the beginning of In Toga Candida, Cicero informed his audience of a private meeting between his two most serious competitors for the consulate and the managers of their campaigning funds. This meeting took place at the house of a nobleman whom Cicero did not name but to whom he attributed a signal notoriety in the practice of electoral corruption. Asconius offers a solution without hesitation: it was at the house of either Caesar or Crassus. He explains his choice: these (...) two men were Cicero's most committed and influential opponents in his campaign for the consulate, and he has excellent evidence for their opposition: Cicero's own Expositio consiliorum suorum, no longer extant. The credibility or otherwise of this controversial work must be dismissed from any enquiry into the identity of the mysterious figure, however. Asconius, in naming the two alternative possibilities, discloses himself to be without authoritative evidence on the point. Nothing can have been said in De consiliis suis to identify the house, the meeting, or the notorious nobleman. Asconius' words reveal that his attempt at an identification is based on Cicero's assertion therein of an overt hostility to him on the part of both Crassus and Caesar during the campaign. His attribution of a covert ‘dirty tricks’ operation to one of them is no more than speculation. (shrink)
